Windows 7 as a whole has certainly improved, but not enough for the price in my opinion. Still, you can have Windows 7 Ultimate for a much smaller fortune than for this Professional boxed edition by purchasing the Windows 7 Ultimate edition that comes without the fancy rounded-corner box (32-bit: http://www.amazon.com/gp/product/B002NGJO92?tag=a52-20&ie=UTF8 or 64-bit: http://www.amazon.com/gp/product/B002NGQLSY?tag=a52-20&ie=UTF8). Regarding Windows 7 itself, I find it's new "superbar" to have both good and bad characteristics, the bad which could have been improved on had Microsoft given us more control over customizing its undesired behaviors. For instance, I like having all windows of an app grouped to a single icon, but clicking on the app icon does the same pointless thing as hovering: you get a popup of the app windows. There should be an option to, instead, bring all windows of that app to the front. If they wanted the functionality that Mac OS X's dock offers, they shouldn't have gone half-way with it.
As far as performance, many benchmarked reviews tout of Windows 7's much improved speed in file transfering, boot time, general operating system speedups (kernel performance), and better support for multi-core processors which are so common today. It even outdoes XP, which, being the older system it is, is already optimized to run on slower processors. Despite that, it's not faster on today's machines for several reasons, including optimizations that Windows 7 has been given in the areas of hard drive access and multi-core processing boosts.
Installed on laptops, Windows 7 is said to give the best battery performance of the three (7/Vista/XP), but my battery went kaput before I could test the accuracy of the reports that made such a conclusion. But given that Windows 7 was partially geared to run on netbooks, and taking into account the optimizations already improved on in Windows 7, I certainly wouldn't doubt it's true.
Overall, Windows 7 is decent. The public has certainly praised it in comparison to Vista. However, again, the experience is different for every machine, and the best experiences will be on machines that come pre-installed with Windows 7. Of course, over time it can only get better. And you can always shut off the new fanciness, and take full benefit of the performance improvements Windows 7 brings.
